CPE and Student Contract

The Private Education Act (September 2009), administered by the Council for Education (CPE) was established in Singapore to regulate the private education sector. Under the act, schools are referred to as Private Education Institutions (PEIs). All PEIs must comply with all Private Education Act regulations in order to operate.

Through the Council for Private Education, schools are invited to apply for EduTrust certification. EduTrust is a voluntary certification scheme that helps to distinguish higher quality educational institutions in Singapore’s private education industry. Private Education Institutions (PEIs) need to be EduTrust certified before being able to offer placement for international students who require Student Passes from the Immigration and Checkpoints Authority (ICA).

GEMS World Academy (Singapore) is registered as a Private Education Institute by the Council for Private Education.

Student Contract

The Student Contract is an important document which binds the school and student. This legal document protects the rights and conditions of the Student whilst enrolled at a Private Education Institution (PEI), in this case GEMS World Academy (Singapore). It is a legal requirement from the CPE that all students must enter into the Student Contract prior to commencing at GEMS World Academy (Singapore). This contract ensures that there is a transparent arrangement in place between the student, their legal guardians and the PEI.

During the admissions process, families submit a range of application documents for initial review. Once these documents have been considered and an offer made to the student, the family is provided with the GEMS Singapore Student Contract. Only once the family has reviewed the contract, signed and returned this document, is the place at GEMS Singapore confirmed. Invoicing for the appropriate school fees occurs once the admissions and contract process has been completed.

Fee Protection Scheme (FPS Insurance)

As a core part of the outcomes surrounding the Private Education Act, all students' fees must be insured under the Fee Protection Scheme (FPS). The FPS serves to protect student fees in the event that a Private Education Institute (PEI) is unable to continue operations due to insolvency and/or a regulatory closure. Furthermore, the FPS protects the student if the PEI fails to pay penalties or to return fees to the student/s arising from judgements made against the PEI by the Singapore Courts.

EduTrust certified PEIs must ensure they have the FPS in placed, thereby making certain there is full protection on all fees paid by Students. All fees refers to all monies paid by the Students to be enrolled in a private education institution, excluding the one-time registration fee, the one-time admissions fee fee, agent commission fee (if relevant), miscellaneous fees (non-compulsory and non standard fee paid only when necessary or where applicable e.g. IGCSE examination fees)

Under the EduTrust guidelines, PEIs may choose to implement the escrow scheme, insurance scheme, or a combination of both to provide fee protection to all their Students.

Fee Protection Under The Insurance Scheme (FPS) at GEMS Singapore

GEMS Singapore will purchase the FPS Insurance on the Students’ behalf. The FPS Insurance protects students against the following circumstances:

  • Loss of tuition fees paid in advance by the insured Student to GWA (Singapore) and not refunded, if the Student cannot start or complete his/her course (grade) as a result of GWA (Singapore) becoming insolvent or being required by the Singapore authorities to cease operations
  • GWA (Singapore) fails to pay the amount awarded by Singapore Courts to the insured Student, where such finding relates to a dispute between GWA (Singapore) and the insured Student on course fees paid by the insured Student to GWA (Singapore)
  • S$10,000 benefit payable covering the insured Student's accidental death or total permanent disability by accident

GEMS Singapore has appointed LONPAC Insurance Bhd, a CPE- approved insurance company, to be the FPS provider for our students.

FPS Certificate of Insurance

Upon payment of the insurance premium, LONPAC Insurance Bhd and GEMS Singapore will issue a Certificate of Insurance to the insured Student directly via email, within three (3) working days after confirmation of tuition fees received. A hard copy of the individual Student's Certificate of Insurance will be recorded in the Student’s File, for reference at any time by appropriate parties.

FPS Claim Process

Should there be a need to make a claim, the insured student must produce the following:

  • FPS Certificate of Insurance
  • Identity card, passport and other proof of identity
  • Original tuition payment receipts provided by GWA (Singapore).

LONPAC Insurance Bhd will notify all insured students of the relevant claim procedures that must be followed.

In the event that a Student needs to make a claim, under this scheme the CPE or designated Singapore Government authority, may take charge, provide information to affected parties, and coordinate the claims process, as appropriate.


Medical Insurance

GEMS Singapore has a medical insurance scheme in place for all students. This is a core requirement as a PEI registered with CPE and additionally certified through the EduTrust scheme. For this insurance, we have selected AXA Insurance Singapore Pte Ltd as the provider, with insurance paid for by GEMS Singapore.

This medical insurance provides for an annual coverage of a maximum S$20,000 per student, in B1 ward in government and restructured hospitals.

Students who need to make a claim under the medical insurance policy should submit this claim form to the School Health Center or to their relevant Division Principal.
